What is the law regarding Air conditioner Intalled by neighbor just in front of my bedroom window where a distance between walls is about 5 feet only and no other ventilation option left for us.

Its a matter of easement. There will be various aspects to be seen. e.g. Whether the Construction is legal or illegal? Any violation in building plan? Whether the AC has been installed in own area etc.

AC hot air directly blowing on my window..there is only 5 feet gap between two houses without any boundaries.

Sec 268 of IPC 1860 would be applicable to you and a Complaint could be filed.Consult a Local Good advocate

You can file a complaint against the said flat owner if you think that because of such AC you are getting affected. File a police complaint or private complaint in the court. Also send a letter to the Municipal Corporation.

I can make out either of the construction is illegal , either his or yours or both.
Approaching Planing authority under Municipal or Town Planing law can be dangerous to either or both parties without verifying sanctioned plan, occupying certificate
Better solution if he has taken new AC tell him or add some of your money and get new AC with different type of AC. Such AC entire installation or machine is placed at distance place and air cool air is sent via pipes and replaced via pipes . This can be better option .
Engaging in legal conflict where your construction and his construction both are illegal can harm both of you
