Normally EC will give information on the property
But how to know on a person, what property transaction has been made during a period.

There is no mechanism vide which it may be known whether the vendor has already made any agreement to sale of the property or not, however, recently law has changed and now agreement is required to be registered so that fraud with innocent buyers may be avoided.

If any unregistered document is signed there is no way to find out, if registered one you can take search in sub registetrars office of the area.

Mr. Makkad is right.This was a major problem in days of optional registration of such agreements.
In UP,and there also particularly in my District,after every sale deed ,there used to
come an unregistered agreement,PRIOR NOTICE TO BUYER WAS THEN A SUBJECT RULED BY 'GOLU GAVAH'[fake witnesses],in my experience it caused a great corruption in judicial campus,THANKS TO UP LEGISLATURE WHO REALIZED IT AND AMENDED THE LAW MAKING THE REGISTRATION NECESSARY FOR EVEN AGREEMENTS TO SALE WAY BACK IN 1977/78.
