if all the ceremony of engagement is completed and before marriage engagement is cancelled by any party.under which sec/act party will liable who cancelled the engagement.

No specific law is there to govern the dispute.
If anyone out of this break up suffers any loss of money or reputation then he can file civil suit for damages.

An engagement is an agreement. A breach of engagement is a breach of contract. Giving rise to damages. It is not a criminal offence.

Engagement of marriage is an agrreement in which both parties have given their free consent to marriage. If after the engagement marriage is cancelled by any party gives rise to a breach of contract for which the other party can sue for damges. No criminal action will be taken.
