Passage for building

Dear sir/madam,we are living in a building project by MMRDA(MHADA PROJECT) Which was constructed in year 2004 .now the builder has made building of 7floor with a passage of about 6 feet between 6 flats on every floor i.e 3 rooms on either side with a passage of 6 foot in between,so can any body claim if aperson has got 3 rooms on the same floor to construct any other thing in those 6 foots passage place,as my neighbour is fighting to buildup something in between as he has got 3 flats on the same floor so he is asking to give him 3 foot of passage to buildup something,kindlly guide me so as is there any such provision to make up or construct something like that.is there any law which states this is not to be done by any residents.hope for your kind reply soon

no you cannot construct anything on common passage . it forms part of common area for benefit of all members
