Regarding lien

(Querist) 21 November 2013 This query is : Resolved 
I was working in central government office(Archaeological Survey of India) and now i joined in ESIC after technical resignation. My application was forwarded through proper channel and i was relieved on technical resignation. Whether I will get lien in my parent department. and also the procedure for applying lien. My past service is not counted in my present department and it is under process.KIndly inform the rule also

Your past service could not counted, as you were already resigned from your parent department and joined in ESIC and hence you should be deemed to be a fresher while applying lien.

Sir,I joined in my parent department in 2000 and I was governed by Old pension scheme there. And I was relieved on technical resignation and joined ESIC in 2012. So why my past service is not be counted in ESIC. And I want to know the procedure for applying lien in my parent department and where I have to apply for lien.
