Hi,
I filed for some details in RTI which were denied by CPIO u/s 8(1)(J) of RTI Act. I went for an appeal and the CIC decided in my favor. But the CPIO still refused and asked the ministry to file a writ petition in Delhi HC against the CIC order.
My questions: (1) I can't afford to have a counsel fight the case so what are my options? (2) Can I send my written arguments? How do I send it? I live very far from Delhi and traveling is not an easy option. (3) Can I also ask for amicus curie in this case? What are the chances of HC accepting my written arguments for request for amicus curie?

If you can not afford counsel then fight on your own. Amicus Curie would be appointed in this case. You have to make oral submissions first and then file written argument.

If you are not affordable to the fees, you can approach the high court free legal cell. That cell will appoint an advocate and he will defend your case.

No. If you want you can appear as party in person and file your written arguments in the open court.

You can try for free legal aid from high court. Written arguments can be handed over in person.
