According to the rti act 2005 if I don't know the first appellate officer's designation and address then where I have to send my petition ( rti act 2005 19(1)

Ask from the department itself. Most of the CPIOs inform the address of Ist appellate authority in their reply.

I have sent an application under Rti act 2005 6(1) I asked to the pio information for the year of 2007- and he informed me the details of 2008- and the first appellate authority also repeated the same
I feel that the information given by themselves is not a reply for my rti application.In this regard whether I lodge a complaint with state information centre please advise me

You can file a 2nd appeal before the State Information Commissioner if it is related to the State Govt.
