Is mcd duty bound to assess unauthorised construction

dear sir,

i would like to know if

say, the MCD is duty bound to assess unauthorised construction in the same manner as unauthorised construction for imposition of property tax.

is it the duty of MCD to know of the unauthorised construction before it makes its assessment list

Yes. MCD being a public authority specially empowered to protect all public properties from encroachment is duty bound to timely assess its properties and take timely action as per requirement.
