Mere transfer of name in electricity bill does not give a person more share than what he is entitled to in it.
So nothing to worry much on this aspect only.
However of you think that you are getting deprived from the fruits of the joint property then your father can file a suit for partition of property and for accounts and for injunction against unlawful transfer.

Must file suit for partition ,
If grandpa is alive, power s alive, otherwise both end simultaneously.
Then property becomes ancestral, [as no will]
& Al;l will get equal share. u object chg of electricity bill name

If your uncle is trying to transfer his name in the bills. file an objection application in the electricity board and stop his activities taking undue benefit in future.
So far partition is concerned, it shall be better to persuade your grand pa to initiate it during his life time so that a harmonious atmosphere in the whole family may remain in future also failing which file suit for partition and possession.
