Possession letter

I have a flat which I purchased in 2008 in Malvan, Sidhudurg, Maharashtra. My builder has not completed the job properly, as in the interiors as well as the exteriors are not up to the mark, hence I have not yet taken the possession letter from him, also when I asked for the possession letter he replied that it will be on his letterhead and not on a legal stamp paper..
Now if I wish to give my flat on lease do I need any permission from him, if yes will he charge me for the same?
Please advise me as what action should I take?

posession letter is always on builder letter head .

inform him that you are giving flat on leave and license

Unless you get the possession, how can you prvoide your property on lease?

First obtain possession as is being offered and then move ahead without seeking any prior permission of builder as the same is not required legally.
