Stamp duty and public notice

Dear Sir/Mam,
The property (land)is situated at alibaug, Raigad. and the owner is going to sell the said property. He has published the public notice previously but the deal was not completed with that person. Now he is in process to sell it to one person. But, he is not ready to publish the public notice as his excuse is that he already did it juz before 3-4 months back so its not required now. Still he is ready to do it at the cost incurred by the proposed purchaser.
Now my query is that whether seller is under obligation to publish the notice even he has done it before 3-4 months back? or is it buyer's responsibility?
my 2nd qus is that how should we calculate the stamp duty situated at alibaug? I mean i have referred ready reckoner but i dint get it. Plz advice me.

when you are willing to spend lakhs in purchasing property what difference in spending a thousand rupees in public notice? contact local lawyer in alibaug for verification of title , stamp duty charges etc
