As per explosive rules 2008,one who does business for firecrackers etc. all round the year, has to renew the licence every year.He should apply for renewal before expiry of the licence.Rulr no.112 sub rule 5 says,"If the application for renewal reaches the
renewing or licensing authority on or before the date of
expiry, the licence shall be deemed to be in force until such
date as the licensing authority renews the licence or until
an intimation that the renewal of the licence is refused has
been communicated to the applicant. In my recent case the DM seize my shop and godawn
due to not having renewed licence !I have made application intime and never got any intimation from the DM.So without my any mistake The DM stopped my business and I have to suffer a lot of loss.May I approach the high court for justice ?How ?please guide me .

Have you got any evidence that the application for renewal had reached the Licensing Authority on or before the due date and also that request is still pending?

If so, you can certainly approach the High Court for justice.
