Can wife reopen dv case

Hi Respected Sir/Madam
My Elder Brother wife Put DV case on by Brother and My parents.
It has been more than 10 months, She never came for hearing even there is no representative came from her side.
Out of 8 hearing times , 3 times court was closed for XYZ reasons rest five time she not came even her lawyer also not came.
My query
1.Supposed the judge dismissed the case can she reopen it if yes on what grounds?
2.In case the judge dismissed the case can she filled the case again, Currently she is staying at her paretns house. If yes on what grounds.
3.Is there is any Strategy that she is playing by not attending the court ,if yes than how this is going to benifit her. Something I seriously want to know from you(Respected Experts).

hypothetical query . let case be dismissed first . the fact that neither she nor her lawyer have attended court for 5 consecutive dates is ground for dismissal

Let the court dismiss the case first and her proceed further. Your first strategy should to prey the court to dismiss and get the case dismissed.
