First. Write a letter to the authority if no response then with the help of local lawyer send notice.

Your terms of contract need to be referred. Consult a local lawyer and show him all the documents.

Well advised by the Experts
Kumar Doab (Expert) 11 June 2014
Submit Conveyance bill as per eligibility under proper acknowledgment.
If any deduction is made ask for reason in writing.

First exhaust the option of escalation to hierarchy.

RTI is an option that is available.

If suitable record(audio/visual) the instance when you are being forced.

The employee's union is also a good plateform to take up such issues.

You do not fall within the definition of workman so you cannot avail labour court, however, the path of civil court is open for you. It shall be better to settle the issue amicably as you are working on contract basis and it is not good for you to drag your department in litigation.
T. Kalaiselvan, Advocate (Expert) 14 June 2014
I agree with the advises rendered by expert Mr. Kumar Doab in this aspect. You should first exhaust the remedy available within the organisation and then think of further legal action, if necessary.
