Kindly tell your state .
If I am not wrong few years back in Maharashtra one Act was passed for registration of coaching classes , latter some classes went to Hon. High Court .
I remember the comment read in news paper of Hon. Court "I never saw any act for tuition class or domestic classes "
Exactly what happened latter or that act was repelled I don't remember required to check from Index
But at this stage except Shop and establishment act and other registration like Municipal Registration (In Maharashtra two registration are required) I don't think anything else is required.

Although I need not reply for being an anonymous query I'd issue a brief reply.
If you intends to start a coaching center then you needs to be a very intelligent,minded, highly qualified ,reputed and a good teacher.You must be popular among students and peoples of your locality.you must have good teaching experience and a good personality.
There is no need of licence for opening a coaching center.
So go ahead and gave a nice name to your coaching center and make future of new generation through good education to students.

If yo u want to open a large scale coaching center you require trade licence.
