OBC non-creamy layer requires one to earn less than 8L/p.a, and also to group b officer till the age of 40. if a person satisfies only one condition is he eligible to OBC NCL. (i.e). he is group A officer even before 40 years but earns less than 8L p.a or he is group b officer but earns more than 8Lp.a

Apply to the competent authority with the income details, if the community u belong falls under OBC

If your annual income is less than Rs.6 lacs you can apply for rOBC NCL facility.

Now the threshhold limit has been raised to 8 lakh per annum with effect from 1st September 2017 for determining the creamy layer amongst the Other Backward Classes.

Mr. Surya,

Once you cross the limit of 8 lakhs, you lose the status of non-creamy layer. Both the conditions are necessary to be fulfilled.

Both the conditions has to be fulfilled for OBC NCL.
