I WOULD LIKE TO HIRE A LIVE-IN FULL TIME DOMESTIC WORKER.
MY QUERIES ARE :
1. WHETHER A 15 YEARS OF AGE COMES UNDER A CHILD LABOUR.
2. WHETHER HE COMES UNDER MINIMUM WAGES ACT.
IF SO, WHAT IS THE MINIMUM WAGES IN DELHI.
3. WHETHER HE WILL BE CALLED AS BONDED LABOUR.
PLEASE GIVE ME EXPERT ADVICE.

1) a "child," under the "Child Labour (Prohibition and Regulation) Act, means a person who has NOT COMPLETED his FOURTEENTH YEAR of age. So, a person with 15 years of age does not come within the purview of Child Labor Act. However, Draft National Policy for Domestic Workers is under active consideration of the Ministry of Labour for review of the working conditions of the domestic workers.
2) Not specified in the Minimum Wages Act. However, present minimum wage for Delhi is Rs. 203.00 per day for unskilled workers forming part of other establishments.
3) Domestic labour is not a bonded labour. According to definition, as per the Bonded Labour System (Abolition) Act, 1976, "bonded labourer" means a labourer who incurs, or has, is presumed to have, incurred, a bonded debt.

I feel that in point no.2 Amount should be 203 per day?
