He can report specific instances of his irregularities to the CVC, if he is a central Government Officer, or the State Vigilance Department of the State, if he is a State Government employee.

Thank you Dhingra Sir for your prompt reply, would u please inform whether a common man can file FIR at P.S. or can he/ she move to court for the same reason?
Guest (Expert) 17 July 2012
You can file FIR only if the offence is of criminal nature.
Sudhir Kumar, Advocate (Expert) 12 August 2012
As a remedial meansure a writ mandamus can be filed direct in High Court and Supreme Court.

For crimimanl liability you can read section 166 of IPC

Indian Penal Code (IPC)

Section 166. Public servant disobeying law, with intent to cause injury to any person

Whoever, being a public servant, knowingly disobeys any direction of the law as to the way in which he is to conduct himself as such public servant, intending to cause, or knowing it to be likely that he will, by such disobedience, cause injury to any person, shall be punished with simple imprisonment for a term which may extend to one year, or with fine, or with both.

Illustration

A, being an officer directed by law to take property in execution, in order to satisfy a decree pronounced in Z's favour by a Court of Justice, knowingly disobeys that direction of law, with the knowledge that he is likely thereby to cause injury to Z. A has committed the offence defined in this section.

CLASSIFICATION OF OFFENCE

Punishment—Simple imprisonment for 1 year, or fine, or both—Non-cognizable—Bailable—Triable by Magistrate of the first class—Non-compoundable.
