Deceased father's assets

My father passed away in Sept.2012 in Calcutta.My only brother is working in Manglore and at the time of my father's death, my mother was with my brother in Mangalore. After the last rites, we came to know that my father had kept all his bank documents(pass books, cheque books, FD certificates, etc...) for safe keeping with his distant relative(cousin brother). At present we do not have access to those papers or complete knowledge about my father's investments.
That relative had earlier demanded money from us in order to release those papers. We had sent a legal notice to him demanding release of the papers. Now he says he doesn't have any of my father's documents with him.
What is the way by which we can know about all of my father's investments and approach the banks/post offices to transfer amounts in my mother's name.

make a public notice that the pass book, FDRs and other property documents pertaining to your father (give full details of your father) have lost and are not treceable any where and if some one gets those documents, please return those at your address and further that if anyone misuses those documents, a strong criminal action shall be initiated against him.
After publication, do lodge a police complaint (only entry in DDR) and obtain its copy.
Thereafter bring both these documents at all possible places wherein you doubt having bank or postal accounts of your father and follow the advice of those institutions.

You should try to collect the information from the bank and try to get duplicate documents and claim the amount as nominees or as legal heirs/successors.If you do not have any acknowledge receipt from your relative then you would not able to recover it.
