Jurisdiction of industrial tribunal

Whether Industrial Tribunals are having jurisdiction to try Post Office Staff, who are already having channel thro Central Administrative tribunals ?

The post office staff have both options under Industrial Disputes Act as well as under administrative Tribunal Act but he can only one forum. He can not agitate both forums for one cause of action.

It is the Postal employee who may be filing case before IT or CAT. It is not that he is being tried.
