Gross negligency & deception by the school

I am a Central Govt. Officer, from North India, basically from Delhi working in Karnataka hence my daughter has completed from 1st to 4th Standard in BGS Central School. Mirjan, Kumta, Karnataka (A CBSE Affiliated School)
This year I have transferred from Kumta to Bailhongal (Karnataka), hence I enquired a school name Prerna School, Bailhongal where the Headmistress told me that her school is CBSE affiliated school and that’s why I admitted my ward in 5th standard there because it was hardly 500-800 meter from my house.
On the first day, I visited the school to take my daughter at the closing hours i.e 1600 hrs, as she don’t know the house moreover I had have to contact no. of driver/conductor to enquire in case of delay/late but the Headmistress provided me wrong contact no. of driver as I contacted the driver on very next day when the bus was late about 1 hour he told me that he was not your’s daughter driver.
After one week, on Saturday, the daughter was too late about 2 hrs. We were very scared and waited outside the Govt. Quarter, when the bus arrived but is was private bus and there was no other students in the bus except my daughter whereas the distance between the school and my quarter is hardly 2-5 minutes. I talked to conductor about this matter but he uttered in Kannada which I don’t know.
Anyhow 19 days passed, on 20th day i.e. 29.06.13 the bus didn’t arrived at my daughter’s spot. We waited upto 0925 then I thought that bus would not come therefore I decided to drop her at school but the watchmen didn’t open the gate moreover I saw the route conductor at the gate so I asked the him as to why he didn’t pick up my daughter that day then he told lie that he went inside our quarter, daughter’s mother told him that she was not prepared yet.
I asked them to let the ward inside but no results then I after waiting 15-20 asked to call their Headmistress but after 30 minutes I received the message that she was busy and couldn’t meet anyone.
Thence I came along with my daughter to home. On the same day at 1400 hrs, I visited along with one of my colleague at the school, I asked the headmistress what’s her school problem thereafter in argument she told me to get out from her office then I replied “Let me return my fees I would get out” she told me to return the money immediately but when I demanded the amount she stated I would discuss the matter with owner
Now I called two times over phone through my colleague on 03.07.13 but she replied that she would not refund the money as on the receipt it is clear written “the fees once paid will not be refundable”
Now I came to know through net that the school is not affiliated to CBSE, New Delhi, however they are teaching all the CBSE private book including Hindi which assure me that it’s a CBSE school as before taking admission I had checked the books. Hence they have lied and showed gross negligence and carelessness.
Hence it is humbly requested to guide on this matter to take necessary action against the school.

This is a clear case of cheating. File a complaint with the local police against the headmistress and the school authorities who cheated you in the name of CBSE and after luring you, obtained heavy fee from you and then changed their attitude.
You should also file a consumer complaint seeking refund of entire fee with interest, cost and heavy compensation and meanwhile get your daughter admitted in some other reputed school after due enquiry.
