I had bought a property from a reputed builder in 2012,the possession of which was given to me in July last week. I received a property tax on someone else's name and it was from Nov 2011. When I asked the builder he says it was to save my service tax. Now he's forcing me to pay the tax of 9 months(Nov 2011-Jul 2012) for which I had not even stayed/or got possession post which he would get my name changed on the property tax. While buying I was told that am buying a flat in package deal which includes service tax, vat and registration charges. What should I do as am unnecessarily being asked to pay something for which am not responsible. Also the amount is huge which I have to manage with my current emis. There are more than 5 to 6 people who have faced the same situation in my block .Kindly suggest.

if you are the regd. owner having the regd. sale deed of the property in your name, you can ask the muncipal/local authorities/property tax authorities to mutate/transfer the property in muncipal/local records in your name and ask them to generate property tax demand in your name. Then ONWARDS , YOU can pay property tax in your name .
THE date of the property regd.sale deed in your name decides as to when your liability to property tax starts.

Contact the Municipal authority to transfer property tax on your name. The property is in your name and you are liable for the tax from the date it is in your name.

From the fact presented it looks property is sold and in the municipal records stands in some body else name. If yes then demand the builder to do every thing as per rules at his cost. Also carefully go through your agreement when the agreement is for net payment which includes all statutory levies including ST which claimed to be the basis for availing the short cut.
