Refuse to do marriage by groom

hi, sir my frend's sister is engaged with someone.the marriage invitation cards are ready with other arrangement.they spend lakhs rupees on it.but the groom refuse to marry her.his family members are demanded car on marriage.my frend"s family approach the police station but police also refuse to file the case.they also concerned with lawyer but he said the court proceeding will taking several months. plz advice me what they do now?

The demand of dowry is an offence under section 4 of THE DOWRY PROHIBITION ACT, 1961.

Then no doubt you can file a complaint either by lodging an FIR or application before CJM u/s156(3) Cr.P.C.

But the main question is that doing all this shall not result in solemnization of marriage.
In civil law even compensatory suit for damages for breach of a contract of marriage would be available .

BUT THE POINT IS THIS THAT NO LAW CAN FORCE THEM TO PERFORM THE MARRIAGE.

I disagree, even though the case u/s 4 DP Act might be registered, it would not be very big. (Unfortunately or fortunately, it is non-cognizable)

The resolution lies in either amicable talks or for civil suits for damages and recovery.
