Similarly persons whose speech is not understood by a listener of normal comprehension and hearing, she/he will be considered to having speech disability.

Persons who stammer but whose speech is comprehensible will not be classified as disabled by speech.

Speech disorders are not regarded as "disabilities" as per the Indian laws.

You are eligible for a job, at the same time there is no reservation for you.

At the same the Govt can not reject your application on the ground of stammering.

Speech disorders are not regarded as "disabilities" as per the Indian laws but interviewer may create hurdle comparing others.

Stammering can be treated as disability only in rare cases, like the jobs where the employee is recruited for a post where interaction with the public or clients is frequent, like receptionist, telephone operator, enquiry counter, and the like, but not for all posts. In such cases, the recruitment ads clearly specify such requirements, like fluency in languages and voice clarity, etc.
