2 KG gas cylinders are on sale in the open.One can buy a filled LPG gas cylinder with a stove kit without any hassles from any shops near Neredmet Market. They are dangerous and in my view root cause of many a accidents that's are happening in the twin city of Hyderabad/Secunderabad>
What is the rule position in this regards as LPG gas cylinder ( domestic 14.2 kg) needs licences, registration , enrolled consumer Nos and safe storage space to provide such services.
What about this mini Cylinders, who is responsible for filling those cylinders and how they are able to sell it through such general stores which are keeping filled cylinders in the open? I wish to lodge a complaint on this issue . Pl help understanding the issue better.

Dear Haridas,
Before posting such a query, you could better have enquired from the sellers about the particulars of distributors and the manufacturers, their agency/licensing conditions and existence of any license with them under the explosives act, Petroleum Act and Petroleum & Natural Gas Rules, etc. Without knowing the nature of discrepancy or irregularity on their part, the disussion may become useless and hypothetical.
If you find some offence or have some specific objection in their working you are free to lodge a complaint with the Police.

Get information from Fire dept/ safety of hazardous material/ From Dealers / Under RTI
They must have recd necessary license & permission.
Though I have no specific information abt it, it is sold worldwide, as per inf, advertisement. Limitation 100 kg storage

Post retirement from Army I was considered for allotment of one such LPG(Domestic Cyl) as a part of resettlement. The conditions reqd to be fulfilled was very elaborate along with a pre-condition to own/on hire a sfae storage facility away from from densely inhabited area.I could not ful fill those parameters as it needed an astronomical amount with the probable allotee.
On that basis I raised the issue as filled cyl are being sold in the open without any subscriber's / Consumer deatails.
But I think I need to do my home work and come back to this forum a little late.

I am back with the query.The 3 /5 kg LPG cylinders fitted with coking burners are not even having ISI marks.The shopkeepers are selling the cylinders along with fitments at a cost of Rs 545/- and Rs 190/-if it is to filled with LPG.No licence , no registration and no field officials from any oil companies checking it. This is India.
I am of the firm opinion that major fires in the apartments, slums etc etc are due to this un-authorised LPG gas stove cylinders.I am amazed at the practice going un-checked by the big bad oil companies. Who is filling those un-authorised LPG cylinders? Will IOC/HPCL etc etc and the govt of AP be asked to explain?

More inputs to the query. While transferring gas from domestic cylinders near Charlapally, Secunderabad a Marwari Businessman almost got himself engulfed in fire due to some leak from LPG cylinder.He is one of the many who is supplying 3/5 kg cylinders of local made with no licence for storing of LPG. None is complaining , non even the LPG /Oil companies .
