Onky the Serivce Rule of your concern can determine that. Genrally if the terminating authority is lower in rank than the appointing authority, he can not sign termination letter.

Termination by any lower authority than that prescribed in the Standing Orders is illegal. Bo delegation can work in such cases. Appointing authority and terminating authority can be different. However, you may have to check whether the the appointing authority and the terminating authority are the same as per the provisions made in the Standing Orders.
