Notice from cess department

Dear Sir

We are running Foreign Trade Consultancy Services along with Customs and Excise Related works too.

During our initial stages we had advertised ourselves as property consultants and interior designers, In hope to earn commission on sale and purchase but this idea was dropped and we had not made any sale nor commission was earned on sale or purchase of property and interior designing.

We have received notice from Navi Mumbai Municipal Corporation Cess Department Form N under rule 38, Informing us that under sub section (1) of 152-J of BPMC Act 1949 to appear for personal hearing along with documents such as Sales & Purchase registers, Ledger, Cash Books, Stock register, etc,

We searched the internet for the above section but were unable to find it and now we are in confusion.

Can you please explain us what this notice is about and as we are into fully trading activity of Foreign Trade Consultants do we have to maintain all these records (As of now we are only maintaining Bills on our service)

What reply should we give them ?

Kindly guide us in this regard
