Membership in cghs delhi

If a person is working overseas for the past 3 years, and is domiciled in delhi, then is he eligible for a membership in a co-operative group housing society, Delhi?
Please advise.

No restriction for a Delhi domicile to be a member of CGHS in Delhi, if otherwise eligible.

Unless byelaws of the society prescribes any restraint about the residency of a person, he can become a member of the housing society. So, check the byelaws.

Sir, in the above context, the societies Bye laws read as follows:
"He at the time of enrollment as a member has been resident in the National Capital Territory of Delhi for the last 3 years or more years."
What is the meaning of resident here? Since I am domiciled in Delhi since birth and have my permanent address of Delhi in my Graduation Certificate, driving licence and Passport as a proof. I am working abroad in the past 3 years and meet all other eligibility criteria for the membership.
Is it sufficient proof for my eligibility for the obtaining membership of CGHS flat?
Please advise.

you are permanently residing in delhi but temporarily for work puposes have gone abroad.you meet the requirements . you have necessary documentary evidence in support of your stand that you have been resident of Delhi for more than 3 years

During your telephonic discussion, I have already advised you to attach a copy of your passport showing your residential address to avoid any controversy.
