In Mumbai Housing society Circular issued in January 2009 regarding redevelopment procedure is required to be follow, is applicable to Proposed Society form in year 1993 ?

redevelopment procedure laid down is required to be followed by all cooperative housing societies . the date of formation of society is immaterial
