Dear Sir,
My name is Nand. My neighbour has mentally harassed to my mother by other way like (black magic). My mother facing lot of problem by magic. Can I put case against my neighbor. Actually problem is our property. He wants to buy our property. And we don't want to sell him. Due to black magic I shifted my mom to my sister house. But there still she have problem of that black magic. Pls suggest what to do.
My mom is 70.years old & she is suffering very bad time.

My mother have blood pressure & diabetic. Due to above problem her health is effected. She is unable to handle anything.

Are you sure that BP or diabetics / other problem is effect of black or any other magic and not due to age or medical problem?
In spite of going to police station, consult some good hospital having adequate facilities of diagnosis and continuously get her checked, keep her under medication.
These problems can be kept under control and can not recover fully in general.
Do not waste time in other matters.
