Redevelopment of Society

In our society of 28 members, the Managing Committe was formed without any elections and the committee members have not furnished any Personal Liability Bond as per Society Bye Laws.
In the last 2 years the society charges have been more than doubled from Rs.600 per month to Rs.1300 per month but this money was never spent to repair and maintian the building.
Structural Audit report for the 35 year olf building states that it is in urgent need of strcutural repairs but does not say that it is dilapitated or beyond repair altogether.
The Managing Committee keeps having AGM in which redevolpment issues are discussed stating that more than 70% of the 28 nos members have agreed and that the minority members will be forcibly evicted by the builder.
The society is on collectors land and not a free hold land and each committee member brings in the builder of his choice for negotiations.
Can the minority members approach the Registarr of Societies to request for appointmnet of administrator who will at least mainatin the society in good condition and not willfully allow for the deterioration of the society as witnessed over the last 3 years with a vested interest to go in for society redevelopment as per the powerful lobby of the economically well to do members.
