Can a citizen lodge complaint to magistrate against the company who contravenes the norms of Prevention of Air Pollution Act?

You cannot file a complaint before the magistrate. You will have to complain to the concerned board.

Yu have to complain to the Pollution control Board for violation and seek action. If they do not take action,file a public interest litigation before the High court and you cannot make a criminal complaint unless you are aggrieved in fact.
