If Mr. A register his proprietorship firm name as trade mark for example VIVA BOOKS than, can another person use his firm’s name i.e. VIVA BOOKS in their pvt ltd. firm like VIVA BOOKS PVT. LTD.?

No. If you got registered your trade mark, and if any logos mean no one can not use it without your permission.
