Circular No. 715, dated 8.8.1995 is about Section 194J on the matter of Deduction of tax at source - Fees for professional or technical services. The provisions of said circular are duly incorporated in Section 194J wherever necessary with due reference of the circular against respective clause/ sub-clause.
