Issue of share certificate(title) without conveyance.

Sir,
We are a large housing society of 500 units .
Just have some basic questions .
In case of conveyance not yet given can the share certificates be released(title) to the members .
If yes where is it mentioned in bye laws this is applicable.
If the society itself has not received the title of the land then how can it deliver the titles to the members.
If there are multiple owners of an apartment , and onle one is residing , technically in whose name should be the share certificates ,.
Is it in all the names or the 1st owner's name .And why?

yes it can be . many societies dont have conveyance . .

flaat would be in name of parties mentioned in agreement . share certificate is generally in name of 3 indivduals maximum . immaterial whether person staying or not
