Stamp duty

Mr. A and Ors are the Tenants. Now their premises redeveloped. After redevelopment Mr. A has been allotted the Flat since he was the Tenant.

Query : i) Whether Mr. A has to pay the Stamp Duty or not?

ii) Whether Stamp Duty is applicable when title is not transfer?

It is requested kindly provide the answer.

If Mr A want to registered the allotted flat the payment of Stamp duty and other expenses must be need.

For registration of the allotted flat stamp duty need to be paid.

After development, if the allotment of new flat is not a transfer, then what is it? Transfer by sale or otherwise, it attracts stamp duty besides registration chrges and it would always be safe.
