Mutation and coversion

Dear Experts,
Kindly give your opinion that I have purchased a land in west bengal and the land falls under muncipality area, in the year 2000 but due to some problem the work of mutation was not done from my part.
1) What is the process of land mutation in West Bengal if the Land is situated under Muncipality Area?
2) What is the documents required if the land is purchased with registered sale deed?
3) Can a simple application to BL & LRO for mutation of land is sufficient or some other process have to follow?
4) Can a mutation of Land be made after 14 years or as such any time prescribed in West Bengal Land Reform Act.
5) If BL & LRO refuse to do so, where to ask for mutation of Land?
6) What are the role of BL & LRO when they inquiry upon the land, is the sale deed is sufficient or some other documents also required?

There is no prescribed time for applying for mutation from the date of purchase. You can apply for the same at any point of time.
'The requirement of documents differs from Municipality to Municipality.
For KMC the process has become simplified and it now requires mainly sale deed and an affidavit.

The BL & LRO is harassing by not giving me any proper information and process about how to file application and fees for the mutation, can a RTI Application made in this regard will help me to some extent.

You can apply for the certified copies of every order/document available on case file which shall be granted to you within 2-3 days. No need to avail RTI application for that purpose.
