Is this mandatory to relinquishment deed should b sighed in front of registrar or its possible to sign first then it will registered with registrar.

relinquishment deed needs to be stamped and registered . notarised Relinquishment deed would not serve the purpose .registration can be done within period of 4 months

Registrar get the deed signed by all concerns before him and in some states photograph is also being taken at spot and printed on registration document.
