Improper facilities at medical labs

Hi,
Recently I have been advised to take some medical tests (Blood, Urine & Semen) in a medical lab (India) that is run by a private network and not attached to any hospitals.
I was totally disappointed by cleanliness and insanitary conditions prevailed in the Clinical lab.
My querys are,
> Who govern and authorizes such medical labs?
> Does the governing body insist the labs to maintain minimum sanitary conditions and monitor or not?
> How do we raise complaint or file case for providing improper service on such medical labs?
Please do the needful.

complaint to health ministry./ Local municipal authority.

lodge complaint with said health lab regarding standards of hygiene maintained . if no action is taken complain to medical council against doctors running said lab . copy to health ministry
