Noise pollution from factory

Behind my house located in Kirti Nagar residential area in Delhi there is a factory manufacturing auto lights.The machines being used in the factory make constant thumping noise due to which we are not able to sit in peace in our house.The factory operates from 9:00 am to 8:00 pm.
I wish to know
i)to which government authority should I complain and
ii) if no action is taken,what legal remedy do I have.
iii)Also how can I know & prove with surity that this factory is violating Noise Pollution norms.

The plot on which this factory is located is DLF Industrial Area where original owner has sublet his property to a number of small factory units.

You can lodge complaint with pollution control. If the same does not act on your complaint you can file writ petition in high court.

1) The Noise Pollution (Regulation and Control) Rules, 2000, have set the standards for noise levels in various areas in our country. Area Code Category of Area/Zone Limits in dB (A) Day Time Night Time A Industrial area 75 70 B Commercial area 65 55 C Residential area 55 45 D Silence Zone 50 40

2) during day time noise levels should not exceed 75 DB in industrial areas

3) you can lodge police complaint if noise levels exceed permissible limits

In industrial area, you can expect only noice or air pollution, but that should be permissible within the precribed norms. Better contact pollution control board to get the matter investigated whether that is within the permissible level of noice pollution or not. If not the board, itself would take necessary punitive action against the industry. The property is sub-let or not has no relevance to the cause of action.

Dear All respected Experts,
I thank you for your kind advise.
Before going in for the complaint with the police/pollution control board,I would like to seek confirmation myself that the noise from the factory is exceeding the prescribed limits.
Can some one please advise me name of any private agency which can do this job for me on payment basis.
This will also ensure that I have requisite proof and will make my case stronger.
