I have asked for purchasing all materials between 01/01/2014 to 01/01/15.
Pio replied- as 'particulars ' have not given,, information can not be given.
Is he right ? Should i move for 1st appeal.

What do you mean by all materials? What specific material/ product of the organisation you wanted to purchase?
