The legal heirs of the deceased father should have share in the property.
Engage a very able counsel ASAP, specializing in such/property/revenue/civil matters with copies of all docs on record and contest the matter.

The dispute is of civil nature. And it is primarily between the original seller and his sibling(s). From the facts stated, a civil action appears to be hit by limitation.
No criminal action lies in the matter. The police authorities under instruction not to interfere in civil matters.

You are a bonafide purchaser without notice of the claim of the NRI.(Hope u got the title examined before purchasing the property.) As such ur rights are protected. If the NRI wants to proceed against u he will have to challenge all the previous transactions which are more than 20 years old and as such are apparently hit by limitation. As suggested by experts above pl take action in consultation with ur Advocate. Police may not take any action as dispute is of civil nature and u cannot be regarded as trespasser as u are holding the property under a registered sale deed.
