vague query.
how such stage came.
how are you connected.
what is the charge.
Anyone under given circumstances the Police is empowered and justified to drag him out of marriage pandal, fully uniformed, in full view of the guests. They are not bound to do this before arrival of barat.

"if he present himself before court would get relief ?"
So he will appear in court only when relief is guaranteed and still wants to attend sister's marriage without being arrested despite having earned a proclamation order (which judge does not issue on drop of hat)

1. Proclamation of offender is published and warrant of arrest is issued u/s 83 Cr. PC, conversely Section 394 IPC (CHAPTER 17 ), as mentioned by you in your query, provide imprisonment of 10 years for voluntary causing hurt in committing robbery, isn't it? Recheck.
2.Police personal arresting an accused declared PO is awarded cash prize and endorsed in his/her service dossier in almost all states in India. Remember. Even any citizen can arrest and handover a PO to any police personnel.
3. Discuss with a local lawyer if it is not an academic query, otherwise seek guidance of a tutor.
