What is the rule position for allowing manufacturers/Dealers to advertise of govt lands and boundary walls?(Central Govt offices).

I have uploaded a few documents from the govt offices in this regards. A mere Rs 5 per sq mtr of built up accommodation is charged as licence fees from the private enterprises.This money goes to the govt of India funds.
But what about the Rebates received from those private enterprises? Those money goes to the so called non-public funds which is not accountable even to neither oversight committee, Defence Audit or CAG. This money as huge as the Defence budget itself.
The documents i have uploaded is just a drop in the ocean. This is not even one tenth of the defence accomodation on which private enterprises are being run for profits in the cantonment of Secunderabad alone.Now think of such Rs 5 per sq meter of accommodation in the prime places in the metro cities where cantonment and the civil areas are intermingled. Think of extent of defence accommodations are being declared vacant by the military bosses to allow such private enterprises to come up at Rs 5 per sq meter as rent. These includes not only regular military Units and their Headquarters but all the defence departments which are proactive in getting a defence accomodation made for sophisticated equipment vacated and rented at Rs 5 per sq mtr to the private enterprises and to get rebates for their private funds and PUGREES for their own bank accounts.
That's why I asked the question to compare with the civil rates for renting govt accomodations.
I am sure it will certainly help you understand my question in the right perspective.
