Under what section of Allahabad high court rules I can get my writ petition transfer d fro a particular Judge who happens to be the senior of the opposite counsel. the matter is pending in this court since 15 months and no proceedings had been recorded till date.?

Citation of no Rule is required.
You can simply file a petition before the same or verbally ask fir his 'recusal' on the ground stated above.
In Calcutta High Court a verbal submission is sufficient to transfer the case to another court.
