Sir can I file complaint against newspaper distributoe for defecoency in services for delay in start newpapwr and not yet start newspaper after the payment is paid

Why not? But, from the next day, you would not be able to get any newspaper at your door step.

Just ask one question from yourself, have you made any written agreement with the delivery agent in which you would have specified time of delivery?

Although you can file complaint but what shall you be gaining,do you have any agreement for getting newspaper from the distributor? Why do you scartch your head for such small/non-vital issue. You should "Think globally and act locally"

I too agree with Dr.Vashista and you might not be having any specific agreement for time of delivery.In practice distributors sale to hawkers and hawkers sale to us.

If you have paid against a receipt to distributor directly and nothing more is in writing about who will deliver and when and where then you have undertaken on your self to pick your paper from distributor's shop.

In the absence of any agreement or contract for supplying the newspaper at door steps, there is no cause of action for a deficiency of service grievances to be redressed by a Consumer forum.
