Hi,
we company doesn't pay ful and final settlement to resigned employee or other cases, whether we need to transfer the F&F value to labour dept after specific period
if so about other dededuction like PF, ESI, Prof Tax and Income tax

If company doesn't pay the full and final settlement to the resigned or terminated employee (last worked month salary) due to some reason.
Whether company need to inform to the labour dept regarding the non payment of salary or company need to transfer the F&F amount to the dept

Your retaining the last month salary or non release of full and final amount to such terminated workers is illegal. Intimation to labour department shall not legalize your illegal act.
