Recovery of payment made to foreign company

My company ordered some raw material and made payment in full against bill of lading. However on opening the containers, it was discovered that the material received was completely different from that ordered as per sample shown to us by the foreign company. Now the Foreign Company is out of reach. No mails are being answered, phone numbers are switched off, address not found . Letters to the concerned Foreign Consulate in India have gone unanswered.

Kindly guide as to what can be done to recover our money.

Dear Learned Members , we can definitely go to a lawyer and we will, the only guidance I need is a direction - are there any Regulations which might be of help to us in the matter when we go the legal way.
