A German company is appointing me as its legitimate representative in India. Here in India this particular software is getting pirated in huge numbers. My duty would be to take anti piracy drive taking strict to strict action against violators and appoint dealers and re sellers.

Now what kind of agreement I need to make with german Company to do the above Job and what all such legal papers I need to take legal action on software piracy

This is a job of a expert and no generic reply would help you. Ask your company to take professional help.
Your company can certainly bear the legal fees for doing this.

This is not a matter to be discussed in casual manner here.

So. ask for the draft agreement from the company and then get that reviewed from an expert by hiring his services, so that you may not get duped by foreign country or become the target of any violation of Indian laws in dealing with a foreign company.
