Sir,
I am working in the central Governmant Public Sector Unit and want to apply for the jobs of the State Psc and the UPSC but here HR department is denying for the NOC so what can I do

1. Did you submit in writing for NOC to your employer?
2. Has HR given some NOC declining letter (in writing)? If yes, put up to his higher authorities in the PSU, otherwise, remind HR and maintain pressure for early issuance of NOC.
3. Even than if you do not get NOC, approach CAT.
4. Meanwhile submit your application for new job/emloyer, where you are intending to apply and inform them the position regarding NOC from your employer.

You have no choice but to keep pleading with higher authorities.
NOC cannot be enforced through court and is merely a matter of administrative discretion.
PSUs are not in CAT jurisdiction.

Generally, esp. for a Government employee, application to UPSC/PSC can be submitted directly under intimation to the employee unless there is a specific regulation/standing instruction to the contrary. Pl.verify.

It is UPSC/SSC adn not PSC where application can be submitted direct without NOC.
